Using access lists
From Blitzed
Access lists allow a channel's founder to set @AOPs (Automatic Channel Operators) and +Voices in your channel. A user's status depends on their access level. By default the access level for an op is 5 and for a voice it's 3.
To set a user as an AOP, do the following:
/msg ChanServ ACCESS #channel ADD username 5
Of course, changing 5 to 3 would make them a voice. You can also use the add command to change someone's access level.
To remove someone from the access list, type:
/msg ChanServ ACCESS #channel DEL username
To see the access levels set for a channel at any time, type:
/msg ChanServ ACCESS #channel LIST
