Annoying or abusive user

For the most part the correct answer to give the user here is "tough luck". Here's an expanded answer.
Here on Blitzed we expect users to manage their own channels. We have very few network-wide rules, those are documented in our policies. Unless someone is breaking one of those rules, we as opers will not intervene.
Here are some specific and inappropriate user requests for help, and what the user should do to help themselves:
[edit] Someone in one of my channels is saying bad and offensive things, please remove them!
If you are a chanop, ban this user from your channel. Use /cs akick to make them stay out if you wish. If the person goes to any effort to evade those bans then this will become a breach of network policy and we will intervene to keep them out of your channel, banning them from the whole network if necessary.
If you are not a chanop, learn to use /ignore. Your channel should have sufficient people present at all times to handle abusers and without them /ignore is all you are left with. If your channel does not have any chanops then you need to impress upon your channel founder the need for more chanops. If they will not listen, you need to re-evaluate whether this channel is worth spending time in.

We do not moderate what people talk about on our network. We expect channel founders and their chanops to do that for themselves. This includes what is put in channel topics.
If you think the person has slandered you then you should contact your lawyer and seek to sue that individual, not us. We do not consider ourselves to be publishing the material.

We do not decide what is a good or bad reason for banning someone from a channel, the channel founder and their chanops are supposed to do that. If they are banning you then they obviously think it is a good idea. If you do not agree, all you can do is take a look at /cs info #channel to see who the founder is, and contact them (perhaps by memo?) to ask if they consider your banning to be fair.

Our network uses services, so pretty much the only way to become opped in a channel is for the founder to add you to the access list or for an existing chanop to op you. If a person who gets opped then does something annoying with those ops, this is not the network's problem. It is your channel's problem for opping inappropriate people.
We really have no way to decide what is appropriate behaviour for a chanop. Some channels regularly mass-kick all users for fun. You may or may not agree that this is fun, and you can decide not to visit channels that do this if you wish. It would not be appropriate for us to take the network-wide decision that this is abuse and then stop people from doing it. This would result in us losing many users who like Blitzed precisely because we stay out of their channel politics.
