[edit] Introduction
Management of Blitzed's IRC service falls to the admin team, and their tasks are carried out according to the network's published policy. Because not every eventuality can be accounted for, the policy includes a section on admin voting.
Before you read any further you should realise that most situations on Blitzed are handled without the need for a vote to take place. Voting is slow and overly formal and is not needed when a quick consensus can be reached. We reserve votes for very important matters, or in situations where no clear consensus can be reached. Some situations also specifically call for a vote; these include permlinking of servers and delinking of servers.
[edit] Who can vote
- Every server connected to Blitzed is entitled one vote, and the voter is usually the server's admin.
- Members of the EB are entitled one vote each only if they serve as server admins.
- If a server's admin cannot vote and does not wish to delegate the responsibility to another person then the server will not be entitled to a vote.
- Any server admin, voter or EB member may call a vote on any subject, with the admin team deciding what choices make sense for the vote.
[edit] How the vote is conducted
- We use a variation of the Condorcet method of voting. This is quite complicated to explain so if you are interested you should have a read of Blitzed's Condorcet method for admin voting. As a voter all you really need to know is that you must vote by ranking all options in order of preference.
- Votes are conducted in private (emailed to vote@blitzed.org) in order to prevent "herd voting". After the vote has ended, however, voters should be prepared to admit their choice and justify it if requested.
- The length of each vote will in most cases be 5 days. If a shorter or longer vote is desired then this should be discussed prior to the start of the vote.
- Voters are expected to discuss the details of the vote with their fellow server staff, and to do whatever research is necessary to allow them to make an informed vote.
- All discussion of votes (prior, during and after the vote) will take place on the public list unless absolutely necessary.
[edit] How the outcome is decided
- Blitzed's Condorcet method for admin voting will be used by our vote takers to determine the result.
- In the event of a tie, EB will decide between the tied options.
- EB can at any time decide the outcome of a vote, although this ability is intended never to be used except in "unusual circumstances."
